Dr. Moheb Rahman Spinghar was born in Nangarhar, Afghanistan on 1961. Completed his Primary and Secondary High School in Nangarhar. In 1979 he started studying in Kabul University, where he completed his master program in Russian Literature from the University of Kabul in 1984. Dr. Spinghar started his working carrier as a Journalist at Bakhtar News Agency of Afghanistan. In 1990 due to conflict and civil crisis he moved to Germany. Dr. Spinghar was employed at the German public broadcasting TV (Deutsche Welle TV), where he trained hundreds of Afghan Journalists. In 2007 to 2010, He obtained his PhD in Linguistics from the Institute of Pushkin, Russia. Dr. Spinghar has served various positions including Director General at the Institute of Diplomacy in the Ministry of Foreign Affairs of Afghanistan. Dr. Spinghar, assumed duty as Ambassador Extraordinary and Plenipotentiary of the Islamic Republic of Afghanistan to Malaysia since 3rd October 2019.
